There is no such thing. Nicovideo is quite anonymous and there is no way to send private messages. The only thing I can think of is creating a community for that person and then joining it, but that kinda defeats the purpose.
I shall make a guide for creating and joining communities later!

I remember when I joined Nico Nico there was this thing for a description of myself or something. Anyway, I put my favorite anime series there, but I can’t seem to find a way to find it or edit it. I’ve watched a ton of new anime lately, and I want to update my description, but I can’t seem to be able to… I’m pretty sure it was one, anyway…

You can find those preferences here: https://secure.nicovideo.jp/secure/user_publish
It’s a bit of a bother to find it since you first have to go to your page, http://www.nicovideo.jp/my and then click through to https://secure.nicovideo.jp/secure/user_edit and the lastly find the link to your user info settings at the bottom.
Not very user friendly…
